ARM: KVM: define KVM_ARM_MAX_VCPUS unconditionally
The CONFIG_KVM_ARM_MAX_VCPUS symbol is needed in order to build the kernel/context_tracking.c code, which includes the vgic data structures implictly through the kvm headers.
