MAINTAINERS: update HiSilicon ZIP and QM maintainers

This patch splits QM and ZIP in MAINTAINERS, then add Weili Qian for QM
driver and Yang Shen for ZIP driver. This patch adds missing Kconfig and
Makefile files as well.
