arm64: Keep HWCAP2_WFXT uapi consistent with upstream

Currently, the bitfield of HWCAP2_WFXT is (1 << 23)
inconsistent with mainline set (1UL << 31). To avoid
possible uapi break, keep the bitfield consistent
with mainline.
