sysfs: make SYSFS_DEPRECATED depend on SYSFS

Make SYSFS_DEPRECATED depend on SYSFS since files that check
CONFIG_SYSFS_DEPRECATED don't check for CONFIG_SYSFS first.
Also don't prompt user about SYSFS_DEPRECATED if SYSFS=n.
