rcu: Remove CONFIG_PREEMPT_RCU

Now that CONFIG_TREE_PREEMPT_RCU is in place, there is no
further need for CONFIG_PREEMPT_RCU.  Remove it, along with
whatever subtle bugs it may (or may not) contain.
