stable inclusion
from stable-v5.10.140
commit 4d4e39245dd58bb36f57f9b48a142b20d291c605
category: bugfix
bugzilla: https://gitee.com/openeuler/kernel/issues/I63FTT

Reference: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=4d4e39245dd58bb36f57f9b48a142b20d291c605

--------------------------------

[ Upstream commit 6bae8ceb ]

While reading rs->interval and rs->burst, they can be changed
concurrently via sysctl (e.g. net_ratelimit_state). Thus, we
need to add READ_ONCE() to their readers.
