mlxsw: reg: Add MLXSW_REG_MPAT_SPAN_TYPE_REMOTE_ETH

Add MLXSW_REG_MPAT_SPAN_TYPE_REMOTE_ETH to support VLAN-encapsulated
port mirroring.
