MAINTAINERS: Specify IRC channel for Renesas ARM64 port

The Renesas ARM ports do have their own IRC channel #renesas-soc (initially
created on Freenode, then moved to Liberta.Chat).  Hopefully, adding it to
this file will attract more people... :-)
