powerpc: define get_cycles macro for arch-override
stable inclusion from stable-v5.10.119 commit 07b5d0b3e2cc435d9ae44b52df4f0a846170962b category: bugfix bugzilla: https://gitee.com/openeuler/kernel/issues/I5L6BB Reference: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=07b5d0b3e2cc435d9ae44b52df4f0a846170962b -------------------------------- commit 40883583 upstream. PowerPC defines a get_cycles() function, but it does not do the usual `#define get_cycles get_cycles` dance, making it impossible for generic code to see if an arch-specific function was defined. While the get_cycles() ifdef is not currently used, the following timekeeping patch in this series will depend on the macro existing (or not existing) when defining random_get_entropy().
