hrtimer: Ensure timerfd notification for HIGHRES=n
stable inclusion from stable-5.10.65 commit 3d12ccecfa316730abaf0a930711ea5cce4fe87f bugzilla: 182361 https://gitee.com/openeuler/kernel/issues/I4EH3U Reference: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=3d12ccecfa316730abaf0a930711ea5cce4fe87f -------------------------------- [ Upstream commit 8c3b5e6e ] If high resolution timers are disabled the timerfd notification about a clock was set event is not happening for all cases which use clock_was_set_delayed() because that's a NOP for HIGHRES=n, which is wrong. Make clock_was_set_delayed() unconditially available to fix that.
