tracing: Have traceon and traceoff trigger honor the instance
stable inclusion from stable-v5.10.103 commit afbeee13beb5f0e7b88b7ca80278dec6f5eea584 bugzilla: https://gitee.com/openeuler/kernel/issues/I56NE7 Reference: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=afbeee13beb5f0e7b88b7ca80278dec6f5eea584 -------------------------------- commit 302e9edd upstream. If a trigger is set on an event to disable or enable tracing within an instance, then tracing should be disabled or enabled in the instance and not at the top level, which is confusing to users.
