Intel-SIG: commit 1f2bb403 dmaengine: idxd: move wq_enable() to device.c.
Incremental backporting patches for DSA/IAA on Intel Xeon platform.

Move the wq_enable() function to device.c in preparation of setting up the
idxd internal sub-driver framework. No logic changes.
