In fact, these functions are only used in the file in which they are
declared and don't need a declaration, but can be made static.
So this patch marks these functions with 'static'.

Replace per-asic print_current_performance() functions with generic
that calls read_sensor.  Tested on Tonga and Carrizo for aesthetics
and accuracy.

The API is extensible (by adding to the end of the
amd_pp_sensors enumeration list.

Support has been added to Carrizo/smu7
