The admin guide is a good start, but it's time to turn it into something better than an unordered blob of files. This is a first step in that direction. The TOC has been split up and annotated, the guides have been reordered, and minor tweaks have been applied to a few of them. One consequence of splitting up the TOC is that we don't really want to use :numbered: anymore, since the count resets every time and there doesn't seem to be a way to change that. Eventually we probably want to group the documents into sub-books, at which point we can go back to a single TOC, but it's probably early to do that. Place README, REPORTING-BUGS, SecurityBugs and kernel-parameters on an user's manual book. As we'll be numbering the user's manual, remove the manual numbering from SecurityBugs. Signed-off-by: NMauro Carvalho Chehab <mchehab@s-opensource.com>

Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
