Support new device OKI SEMICONDUCTOR ML7223 IOH(Input/Output Hub).
The ML7223 IOH is for MP(Media Phone) use.
The ML7223 is companion chip for Intel Atom E6xx series.
The ML7223 is completely compatible for Intel EG20T PCH.

Default clock source for UARTs on Topcliff is external UART_CLK.
On CM-iTC USB_48MHz is used instead. After VCO2PLL and DIV
manipulations UARTs will receive 192 MHz.
Clock manipulations on Topcliff are controlled in pch_phub.c

The serial drivers are really just tty drivers, so move them to
drivers/tty/ to make things a bit neater overall.

This is part of the tty/serial driver movement proceedure as proposed by
Arnd Bergmann and approved by everyone involved a number of months ago.

UART driver of Intel EG20T(Topcliff) PCH

Intel EG20T PCH is the platform controller hub that is going to be used in
Intel's general embedded platform. All IO peripherals in
Intel EG20T PCH are actually devices sitting on AMBA bus.
Intel EG20T PCH has UART I/F. Using this I/F, it is able to access system
devices connected to UART.
