Right now it's called right after enable, but after reworking the dpm init order, it will get called later to accomodate loading the smc early, but enabling thermal interrupts and block powergating later after the ring tests are complete. Signed-off-by: NAlex Deucher <alexander.deucher@amd.com>

Most place actually want to just check for dev->agp (most do, but a few don't so this fixes a few potential NULL derefs). The current values seem to be defined in a format that's specific to the i915, gma500 and radeon drivers. To make this more generally useful, use the values as defined in the specification. While at it, prefix the constants with DP_ for improved namespacing.
