Newer firmware versions (such as iwlwifi-8000C-34.ucode) have
introduced an API change in the SCAN_REQ_UMAC command that is not
backwards compatible.  The driver needs to detect and use the new API
format when the firmware reports it, otherwise the scan command will
not work properly, causing a command timeout.

Fix this by adding a TLV that tells the driver that the new API is in
use and use the correct structures for it.

Apart from DVM, all firmware uses the same base API, and there's
code outside iwlmvm that needs to interact with it. Reflect this
in the source better and reorganize the firmware API to a new
fw/api/ directory.

While at it, split the already pretty large fw-api.h file into a
number of smaller files, going from almost 3k lines in there to
a maximum number of lines less than 1k.

When doing active scan on crowded channels we are likely to miss probe
responses due to collisions. To overcome this issue we use an extended
dwell time on channels 1, 6 and 11; this dwell time is set to 100.

In case of fragmented scan extended dwell time is the maximum out of
channel time - 44 msec. Fragmented active scan will be addressed later.

Extended dwell time isn't used in sched scan or p2p find.

Existing UMAC commands already use the long header, but are sent
with group 0 and the long header inserted manually. Move them to
the group 1 to take advantage of the header building in the low-
level transport.

Existing firmware ignores the group_id field (it's reserved) and
the first firmware that really supports long command headers can
parse all commands in both group 0 (with short header) and group
1 (with long header.)

Add preemptive flag to scheduled scan command flags. Without this
flag, all scan requests after scheduled scan was started will be
delayed until scheduled scan stops. As a result, P2P_FIND will be
blocked while scheduled scan is active.
This flag was omitted during refactoring.

Currently EBS status in scan complete notifications is set to
success if EBS wasn't activated. FW will add a special return
value for cases when EBS wasn't activated and we add a print
of this status.

This change is needed for debug only, no behavior changes.

Add support for scan priority API with 8 levels instead of the
existing 3 levels. This API is needed to define the priority of
new ooc activities, e.g. gscan.
Add a TLV flag to indicate if the new API is supported so that
devices that does not support the new API will continue to use
the old one.

Add UMAC scan iteration complete notification. This notification can
be enabled by setting scan_iter_notif_enabled through debugfs.
Upon receiving this notification, print the list of channels that
have been scanned in this iteration. This is useful for debugging.

All scans are using the unified APIs now, so using "unified" in the
symbols is useless and just make them much longer and the main
difference between scans now is LMAC vs. UMAC.  Remove "unified" from
all relevant symbols.

Instead of hardcoding the differences between UMAC scans and LMAC
scans (which in this case is the number of simultaneous scans that can
run), introduce a max_scans variable and stop scans of the other type
(i.e. stop sched scan if regular scan is being attempted and
vice-versa) if the number of running scans reached the maximum.

Add a function that checks if the maximum number of scans was reached
and stops the appropriate scan to make room for the new scan.

Query the firmware for scan offload matches when waking up in order to
report net detect as the reason for the wake up.

This requires a new command API to be implemented.  Additionally,
remove some net detect command entries that are not valid anymore.

This API uses second CPU scan commands, and can support multiple
simultaneous scans.

Adding the new API, and adding new mechanisms to deal with up to
8 simultaneous scans instead of the old scan status.

New scan API requires scan configuration for default scan parameters,
adding it in _up flow. Also updating scan configuration after updating
valid scan antennas via debugfs.

Set RRM_ENABLED (bit 6) flag in scan commands. When this flag is set
the fw will add WFA vendor-specific TPC report and DS parameter set
IEs into probe requests.
This bit is set for SCAN_OFFLOAD_REQUEST_CMD(0x51).

This patch enables Energy Based Scan (EBS) - intended to detect energy
on 5 GHz band channels. Passive scan on this band takes up to 2.64 sec
assuming 110mSec per-channel * 24 channels. EBS is designed to detect
energy on channels with intensive Wifi activity as well as those where
only beacons are transmitted. EBS completes sampling all channels within
shortest beacon frame transmission time. Total EBS duration is about 100
msec (typical beacon interval).
Detecting Wifi activity on 5 GHz band channels can significantly reduce
scan duration thus saving time and power. EBS failure reported by FW
disables EBS for current connection. It is re-enabled upon new
connection attempt on any WLAN interface.

Configure scheduled scan to notify match found on every beacon
or probe response if the scan request doesn't contain valid ssid
list for filtering.
Without this configuration the FW passes all beacons to the host
but doesn't notify the stack that the scan results are ready for
processing.
