serial_state in 68328serial.h is a duplicated structure. One is
defined in linux/serial.h. So let us use that instead. And since the
serial flags are identical, use ones from there too.

The code is dead at least since 2002. So remove it to not distort git
grep output (about port.tty usage).

Remove the whole do_softirq tasklet as it's noop now.

The serial drivers are really just tty drivers, so move them to
drivers/tty/ to make things a bit neater overall.

This is part of the tty/serial driver movement proceedure as proposed by
Arnd Bergmann and approved by everyone involved a number of months ago.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.

Let it rip!
