If we are in an NMI then doing a plain raw_local_irq_disable() will write PIL_NORMAL_MAX into %pil, which is lower than PIL_NMI, and thus we'll re-enable NMIs and recurse. Doing a simple: %pil = %pil | PIL_NORMAL_MAX does what we want, if we're already at PIL_NMI (15) we leave it at that setting, else we set it to PIL_NORMAL_MAX (14). So that we can profile code even in a local_irq_disable() section, only write 14 (instead of 15) into the %pil register to disable IRQs. This allows PIL level 15 to serve as a pseudo NMI. Signed-off-by: NDavid S. Miller <davem@davemloft.net>

With this commit all sparc64 header files are moved to asm-sparc. The remaining files (71 files) were too different to be trivially merged so divide them up in a _32.h and a _64.h file which are both included from the file with no bit size. In additing the two Kbuild files are emptied to avoid breaking headers_* targets. We will reintroduce the exported header files when the necessary kbuild changes are merged.
