Move tuner type ID check from tuner-core::set_type to simple_tuner_attach. Since tuner-core forwards all attach requests to tuner-simple as the default case, unless a specific attach function is specified in set_type, this change is an appropriate cleanup. tuner-types is needed for tuner-simple, and does not need to be bound to tuner-core. Any caller of tuner-simple, including tuner-core, needs to pass a structure from tuner-types into tuner-simple at attach-time. Export the two needed symbols from tuner-types for now, so that card-level drivers can attach tuner-simple for hybrid dvb_frontend devices. This reduces the memory footprint and removes the need to manually configure each map, which lead to a bug where the Fusion EXP 5 board broke for a while. In commit e6bafba5, a bug was fixed that involved converting !x & y to !(x & y). The code below shows the same pattern, and thus should perhaps be fixed in the same way.
