Up to now /proc/interrupts only has statistics for external and i/o
interrupts but doesn't split up them any further.
This patch adds a line for every single interrupt source so that it
is possible to easier tell what the machine is/was doing.
Part of the output now looks like this;

touch_nmi_watchdog() calls touch_softlockup_watchdog() on both
architectures that implement it (i386 and x86_64).  On other architectures
it does nothing at all.  touch_nmi_watchdog() should imply
touch_softlockup_watchdog() on all architectures.  Suggested by Andi Kleen.

Correct the return type of handle_IRQ_event() (inconsistency noticed during
Xen development), and remove redundant declarations.  The return type
adjustment required breaking out the definition of irqreturn_t into a
separate header, in order to satisfy current include order dependencies.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.

Let it rip!
