MIPS: ftrace: Add missing CONFIG_DYNAMIC_FTRACE

arch_ftrace_update_code and ftrace_modify_all_code are only
available if CONFIG_DYNAMIC_FTRACE is selected.

Fixes the following build problem on MIPS randconfig:
