ACPI/IORT: Add support for PMCG

commit 24e516049360eda85cf3fe9903221d43886c2689 upstream.

Add support for the SMMU Performance Monitor Counter Group
information from ACPI. This is in preparation for its use
in the SMMUv3 PMU driver.
