[media] buffer.rst: clarify how V4L2_CTRL_FLAG_MODIFY_LAYOUT/GRABBER are used

Explain when the V4L2_CTRL_FLAG_MODIFY_LAYOUT and
V4L2_CTRL_FLAG_MODIFY_GRABBER flags should be used.
