PCI: Replace strict_strtoul() with kstrtoul()

The usage of strict_strtoul() is not preferred, because
strict_strtoul() is obsolete.  Thus, kstrtoul() should be
used.

[bhelgaas: "#define strict_strtoul  kstrtoul", so no functional change]
