Revert "powerpc/mm: Fix bug in pagetable cache cleanup with CONFIG_PPC_SUBPAGE_PROT"

This reverts commit c045256d.

It breaks build when CONFIG_PPC_SUBPAGE_PROT is not set. I will
commit a fixed version separately
