As decided by the design group, we remove constants from the CFG.
We also conditionally execute initializers for static locals,
depending on whether a new node (IStaticLocalInitializationSemaphoreOperation)
returns that the static has been initialized yet.

Fix build break

Looks like two PRs had incompatible changes. This cleans it up.

Remove throw from ArgumentOperation as some codepaths can still reach it, added missing traits to affected tests.
