Add back missing strings

This feature can be used to rename a document and apply relevant code changes that are produced. See the API documentation for more details

Third follow-up item from #41462

Apart from adding resx files, changes also include:
1. Moving resource strings duplicated across Workspaces and CodeStyle layer into the shared resx files
2. Source file changes to use the resource strings from the shared resx.

We should no longer require use of `#if CODE_STYLE` in the shared layer for the purpose of resource strings.

Delete a bunch of code on Roslyn side, which is no longer necessary as we don't own the column anymore.
I have also cleanup up some code in this space for newly added ContainingType and ContainingMember columns.

Add AnalyzerConfigDocument APIs parallel to the existing AdditionalDocument APIs in the Workspaces layer.

Also added relevant unit tests
