DryDock Effort: Removing the skipped unit tests as associated WorkItem has been marked as 'Won't Fix'

Makes the symbol lookup return no symbols when completing `base.` inside
of a REPL.

Fixes #8307

It is only used in the the "await x" sample text for quickinfo of
awaitable methods, where it should not be localized. Replace it with the
text of the await keyword.

When computing completion after a dot, consider a symbol's converted type
if it's an array type.

These tests were all using WpfFact, but not actually doing anything
that required either WPF or an STA thread. We plan to enable
parallelization of Facts (but not WpfFacts), and this ensures we can
parallelize as many tests as possible.

Improves comments around the IsCompleteSubmission.
Throws argument exception when the syntax is not a submission.
Uses the Parser.CheckFeatureAvailability to check multiline strings.
Renames the IsScriptOrInteractive to IsScript.
Handle incomplete members such as an annotation.
Do not show completions when inside of a directive.
Add tests for symbol completion provider.

Add a `#r` keyword completion when typing `#`.
Add workspace tests.

When listing symbols in expression or statement contexts, exclude all delegate types except System.Delegate.
