This was not happening very often but with the previous changes to
create SSL certs for helm tiller it takes long enough to be created that
we see the test failing a lot more

This is refactoring in the lead up to passing mutual TLS certs for helm applications. As such we expect all applications to need config files so we can remove the logic about which applications need and do not need this (ie `#config_map?`).

The References header is an ordered list of mails, and some clients
only look at the last mail in the list to determine to which mail the
mail is in reply to.

Therefore, to be a less obtrusive as possible, put the fallback
address first.
