Remove css side padding from pipeline tab content
Accounting for right padding no longer needed

Move debouncedResize, sidebarMutationObserver inside of the component

When graph is scrolled all the way to the right,
the right edge of the graph should align with
the right edge of the container above the graph

Use debounced resize function to set left padding inside graph
Set padding such that the left edge of the pipeline lines up with
the fixed-width container above it in the default scroll position
Also trigger padding recalculation on layout change
