We want to support arbitrary `DOTNET_JitSplitFunctionSize` values for stressing the unwind fragment splitting logic, but there are limitations to the smallest size that can be split. Thus, we can exceed a specified minimum. Loosen an assert that the last fragment be less than the specified split size, since it might exceed that minimum, e.g., by being a large epilog. Leave the assert specifying the hard requirement of maximum fragment size.

Works around #89346. We blocked event pipe completely in shared libraries in #90811 but: * Elinor found out the shutdown problem is actually Windows specific, so blocking Linux (our most important target) is unnecessary. * We can avoid the hang at the cost of corrupting the ongoing event pipe session by just not doing the shutdown. This can be worked around by simply stopping the event pipe session at dotnet-trace side manually. I validated the shared library scenario no longer hangs at shutdown with this. #89346 still tracks if we can do better here.

We currently are unable to get SPMI diffs for methods that use ldapur instructions as our current coredistools does not support this instruction. While we wait for coredistools to be updated (this was blocked on some C++ lib issues) here is a hacky temporary workaround for the problem. It rewrites ldapur* instructions into the corresponding ldur* instruction before passing it to the near differ.
