Switch to Microsoft.NETCore.Runtime.CoreCLR package.

We are no longer going to be producing the Microsoft.NETCore.Runtime
wrapper project as it is just an empty package. Instead we are going
to directly reference Microsoft.NETCore.Runtime.CoreCLR.
