fix: network send() and recv() on Linux do not handle errors correctly, which sometimes results in broken wire protocols.

Misc: fix for get/set lastModified on Windows. Clock change highlighted inconsistent behaviour, which I fixed in this commit.

NET: testing and refactoring StaticContentProcessor. I've changed FastMap to do re-alloc on resize, more on that later.

STD: fixed Files.setLastModified() access time is set to current time (instead of random time) and modified time is set to microsecond resolution. Also fixed network test.

NET: bugfixes for MimeTypes, which didn't read file correctly on Windows. HttpServer did not stop properly, which is also fixed. StaticContentProcessor test validates downloaded content and headers. Commented out relic unit test - i will be deleting those as soon as I ported all the features.

NET: first cut of all new HttpServer. Skeleton is ok, static data processor delivers its first file (in unit test)

NET: refactored disconnect() method on OSX dispatcher. Introduced Unsafe.calloc() and used it to allocate KQueue structs. This fixed strange intermittent bug with kqueue not triggering. Also used calloc() for Epoll

NET: Refactored IODispatcher to allow much faster disconnects. This is required to keep server resources in check.

NET: Fixed issue with HTTP context. It wasn't reading socket fully, which caused some peer disconnected to go unnoticed. Rewritten rolling file writer test, will migrate other tests to similar, deterministic test approach.

NET: LineProtoSender can now be bound to a specific interface. It also receives IP addresses as int in order to offload dealing with address parsing errors somewhere else.
STD: available() method is made available only on SP- and SC- sequences. available() is new to SPSequence and allows bulk publishing and enables higher queue throughput
