Fix Powershell download on TLS > 1.0 only servers.

When Visual Studio download files from Source Server with Powershell,
System.Net.ServicePointManager.SecurityProtocol is configured to only
accept secured SSL3 or TLS1.0 connections, thus rejecting connections
on server requiring at least TLS1.1. This commit adds TLS1.1 and 1.2
to the accepted connection before stating a HTTP request.

Locates the git repo based on the location of the pdb rather than of
an arbitrary file in the pdb. Using arbitrary files leads to
unnecessary errors when a file is located outside of the repo.
