Added bugfixes
- Changed CV_WINDOW_NORMAL to 1
- Changed the help function to static
- Added extra help information on mask specifics

InputArray is a reference, and references are always constant anyway. Making
it const even causes a GCC warning.

Fixing failed build.

3.0 seems like an appropriate time to do that.
