* docs: fix broken links and permanent redirects

* fix doubled slashes in URLs

As we have merged with upstream 8.3, update the inline links to the
upstream documentation from 8.2 to their 8.3 counterparts. Also go
over to HTTPS as postgresql.org is now fully HTTPS with redirects
for all HTTP requests.
