Add m68k to linux port.

configure's tests see the same compilation environment as the code.

that OS=hpux is the same as CPU=hppa.  First steps at doing this.
With these patches, we still work on hppa with either gcc or HP's cc.
We might work on hpux/itanium with gcc, but I can't test it.  Definitely
will not work on hpux/itanium with non-gcc compiler, for lack of spinlock
code.

configure under native Windows (MinGW that is), but you won't get very far
compiling yet.  The dynaloader files are from Jan Wieck's patch set.

it diverged from netbsd.h and openbsd.h.  This has now been confirmed.
Accordingly, make all three exactly alike.

anymore given the mktime() workaround now done in DetermineLocalTimeZone.
This has now been confirmed by Robert Bruccoleri for Irix, and I'm going
to extrapolate to AIX as well.

OK, here it comes:

An inlined version of tas(), that works for both, powerpc and
powerpc64. The patch is against 7.3b5 and passes the test suite on
both architectures.

at least not on HPUX 10.20, and there's no reason to think it
is needed on later versions.

compile in client apps that use the standard installed header set.
To allow removing that include, move DLLIMPORT definitions out of c.h
and into the appropriate port-specific header files.

initdb/regression tests pass.
