    This commit adds the possibility to write condtional compilation expressions like this:
     #if SILVERLIGHT || NETFX
     #endif

    or a bit more advanced:
     #if (SILVERLIGHT || NETFX) && COMPILED || !DEBUG
     #endif

    This commit doesn't add #elif which is an orthogonal problem.
