[master] Update dependencies from dotnet/arcade

Cherry pick fix for eval not returning a value for multi-line submissions.

* return the last-computed value when evaluating script code

* manually track last produced value

* set last value on all branches

A recent update to the `ubuntu-16.04` VM image in ADO causes mono/fake to crash and this is blocking all work.  The MacOS version works and follows an identical code path.
