Add convenience macros OSSL_DEPRECATEDIN_{major}_{minor}

As opposed to DEPRECATEDIN_{major}_{minor}(), any use of these macros must
be guarded with a corresponding OPENSSL_NO_DEPRECATED_{major}_{minor}:
