Downgrade onnxruntime to 1.14 (read description) (#6713)

Read the [Contribution guide](https://opencv.github.io/cvat/docs/contributing/). --> <!-- Provide a general summary of your changes in the Title above --> ### Motivation and context Recently I upgraded onnxruntime to 1.15.1 According to this issue https://github.com/microsoft/onnxruntime/issues/16456, after update runtime must have corresponding .wasm files what is alright, they will be added to the bundle. But my concern is that after release we might come across issues with cache when users get updated asset with new onnxruntime and outdated .wasm files received from the browser cache **(I was able to reproduce it locally and without explicit cache clear it did not work)**. So, I temporary downgrade it back to avoid this problem. Need to think better how to solve it in perspective. ### How has this been tested? <!-- Please describe in detail how you tested your changes.
