the embARC_BSP package in env packages is changed
frome system to peripheral folder, this change should also to be fixed in the config files correspondingly.

1.增加串口1,7,8配置，经实机测试无误
2.增加PWM4 CH1 -- 4, PWM12(BUZZER)配置，因条件有限，仅测试了TIM12 CH1
3.经测试,CAN通信无法正常使用，原因尚未找出，故暂时删去此配置
测试所用编译器： mdk5, IAR
