rename force_move to force_reject.  Fix leading space bogosity in reject messages and don't strip blank lines

lots and lots of python 2.1 changes.  rene: remove bogus argument handling.  katie renamed to kelly.  amber: update to match.

* katie.py (in_override_p): when searching for a source override,        and the dsc query misses, search for both udeb and deb overrides        as well. Should fix the UNACCEPT issues with udebs.

add 'original component' as a files[file] optional variable for dumps; used by component mapping in jennifer and amber

* crypto-in-main changes.* utils.py (move, copy): add an optional perms= parameter to let you  set the resulting permissions of the moved/copied file* katie.py (force_move): rejected/morgued files should be unreadable* jennifer (do_byhand, acknowledge_new): pending new and byhand files  should be unreadable.

fix .orig.tar.gz handling to check byhand, new and accepted too.  fix various miscallings of reject in katie.py.
