Some Python 2 modules no longer exist in Debian bullseye, so trying to
satisfy all build-dependencies in d/control would fail there.  For now
just install them in `run-ci` where we can modify the list of package
to install dynamically.

Test dm acls and commands.

- run make-maintainers
- run queue-report
- add rdep check to dak rm
- test sending mail
- run show-new
- run check in process-new

In practice, this is a no-op, because python{,3}-debian already depends
on it, but it's good to explicitly document the need.

At least `bzip2` and `xz-utils` were not installed for the Python 3 test.

This code can run in no-action mode and provide a complete result in
table format.

57b83b70 removed the dependency on a
lower version than 1.0 only from `Build-Depends` and not `Depends`.

The tests need a writable GNUPGHOME; don't assume that the default
location (based on HOME) satisfy that requirement.

Whilst the packaging is obviously not for use, I'm finding it extremely
useful at least having the Build-Depends at a point where it will run the
tests.

It might be tempting to remove debian/ entirely, but Build-Depends is
just too useful for specifying, well, dependencies that tools such as
mk-build-deps can consume just like other packages.

Fix check logic to work the way apt_pkg.VersionCompare wants it. Also parse "not in testing" as reject reason, as wanted by a release team member
