tsc_drift test for aarch64

Current tsc_drift test requires the constant_tsc flag present in
/proc/cpuid. This doesn't apply to AArch64 machines. This patch
solves this problem by limitting the cpuid flag requirement to x86
machines only.

Current get_tsc.c only supports x86 architecture because it uses
"rdtsc" instruction in the inline assembly. This patch adds rdtsc()
function for aarch64 by reading the virtual counter register of
generic timer.

Inspektor 0.4.5

Inspektor 0.4.5 brings a number of updates, including
porting to the cliff command line application framework,
which makes inspekt commands to look more natural in
terms of arguments.  Let's update and reflect that
in the CI scripts.

qemu.tests.qmp_command:updated qmp_cpu test steps

Updated steps through checked "CPU,qom_path,halted,thread_id" exist.
Deleted qmp command "cpu" since "cpu" actually does nothing in qmp,
and "query-cpus" always show CPU #0 as current, member "current" exists
only for backward compatibility, and should be ignored.  This mess is
due to some confused QMP development history, and can't be changed.
