Move the low level macvlan creation APIs

Move the low level macvlan creation APIs into the
virnetdevmacvlan.c file where they more naturally
belong

* util/interface.c, util/interface.h: Remove virNetDevMacVLanCreate
  and virNetDevMacVLanDelete
* util/virnetdevmacvlan.c, util/virnetdevmacvlan.h: Add
  virNetDevMacVLanCreate and virNetDevMacVLanDelete
