tools: Fix grammar

Apparently "allow(s) to frobnicate" is not correct English, and
either "allow(s) one to frobnicate" or "allow(s) frobnicating"
should be used instead.

Spotted by Lintian (spelling-error-in-{binary,manpage} tags).
