openrisc: start CPU timer early in boot

stable inclusion
from stable-v5.10.121
commit 8671aeeef29d440b4fcb446426781b04970ccd70
category: bugfix
bugzilla: https://gitee.com/openeuler/kernel/issues/I5L6CQ

Reference: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=8671aeeef29d440b4fcb446426781b04970ccd70

--------------------------------

[ Upstream commit 516dd4aa ]

In order to measure the boot process, the timer should be switched on as
early in boot as possible. As well, the commit defines the get_cycles
macro, like the previous patches in this series, so that generic code is
aware that it's implemented by the platform, as is done on other archs.
