The old ctrl in/out routines are non-portable and unsuitable for cross-platform use. While drivers/sh has already been sanitized, there is still quite a lot of code that is not. This converts the arch/sh/ bits over, which permits us to flag the routines as deprecated whilst still building with -Werror for the architecture code, and to ensure that future users are not added. Presently most of the 29-bit physical parts do P1/P2 segmentation with a 1:1 cached/uncached mapping, jumping between the two to control the caching behaviour. This provides the basic infrastructure to maintain this behaviour on 32-bit physical parts that don't map P1/P2 at all, using a shiny new linker section and corresponding fixmap entry. Many struct file_operations in the kernel can be "const". Marking them const moves these to the .rodata section, which avoids false sharing with potential dirty data. In addition it'll catch accidental writes at compile time to these shared resources.
